President – Mike Carleton
Mike Carleton has been with the Tempe Police Department since 1999. He started working gangs in 2000 as a Gang Liaison Officer before transferring to the Special Investigations Bureau as a Gang Detective in 2002. Mr. Carleton earned a Bachelor of Arts degree in Police Sciences from Ottawa University and a Masters Degree in Educational Leadership with an emphasis on higher education/adult learning from Northern Arizona University. Mr. Carleton is a founding member of the Arizona Gang Investigators Association, Inc (AZGIA) and served as its Treasurer from 2007 prior to being elected President in 2015. Mr. Carleton is also serves on the Board of Directors for the National Alliance of Gang Investigators Association (NAGIA). Prior to serving AZGIA Mr. Carleton was a member, Treasurer and co-facilitator of the East Valley Gang Task Force (AZGIA’s predecessor). Mr. Carleton has spent nearly 300 hours teaching on gangs and their influences on our communities. He has been an adjunct professor for Criminal Justice Studies at ITT Tech and a regular guest instructor at Arizona State University (PhD and Masters Degree-psychology programs) where he speaks on gang intervention and prevention techniques. In addition to working as a gang detective Mr. Carleton was also a charter member of the Tempe PD ACTION Team, Patrol Supervisor, SWAT Crisis Negotiator Team Supervisor, Peer Support Team Leader, Central City Bureau Bike Squad Supervisor, and reserve Mounted Trooper. Mr. Carleton currently supervises the Tempe PD Gang Unit.
Vice President – Bryan Cuthbertson
Bryan Cuthbertson has been employed with the City of Phoenix Police Department since 2004 and became acquainted with Phoenix based Street Gangs as an Officer and first responder in the South Mountain Precinct. In 2009 he took a Detective position with the Gang Enforcement Unit. As a Patrol Officer and Gang Detective he has interacted with thousands of criminal street gang members and investigated hundreds of crimes committed by them ranging from misdemeanors to Homicides. Mr. Cuthbertson has a Bachelor’s of Science Degree in Criminal Justice and Criminology from Arizona State University. He has been a member of The Arizona Gang Investigator’s Association since its inception in 2007 and became a board member in 2012. Mr. Cuthbertson was elected Vice President of the Arizona Gang Investigator’s Association in 2015. He currently coordinates the Metro Area Gang Information Coalition (M.A.G.I.C.) which is an organization that meets quarterly with numerous local, state, and federal agencies to discuss gang trends within the Phoenix Metro area.

Treasurer – Frank Hand
Lieutenant Frank Hand started in law enforcement in 1982 in the Midwest and moved his family to Tucson in 1990, starting his career with the Tucson Police Department. At TPD his assignments and rank have included; Instructor in Defensive Tactics and High Risk Stops, Field Training Officer, Lead Police Officer, Detective, Sergeant and currently Lieutenant. He has worked in various specialized units during his career in addition to Patrol; Major Offenders Unit, Domestic Violence Unit, Gang Tactical Unit (GTAC), and Gang Investigations. Since being promoted to Lieutenant in 2013 he has worked as a Patrol Commander in Operations Division Midtown, nighttime Force Commander and is currently assigned as a Traffic Enforcement Division Commander responsible for the Impaired Driver Enforcement Unit, Traffic Investigations and the Alarm/Impound Unit.
Lt. Hand obtained a graduate degree, Master of Administration with Leadership Emphasis, through Northern Arizona University in August 2015. He also graduated from the University of Phoenix graduating in 1996 with a Bachelor of Science in Business Administration and Management. He attended the Northwestern School of Police Staff and Command through Northwestern University in 2012 and is a graduate of the University of Arizona Eller Business Schools – Foundations of Public Sector Leadership and the Southwest Leadership program.
He has served as a Board member since 2007, Executive board member since 2009 and was elected Treasurer in 2015. He is dedicated to working with the board to grow the membership of AZGIA and continue the legacy the organization is recognized for nationally, providing excellent gang training.
